Saga Systems Team

Saga Systems is a specialist consultancy, supported by a network of subject matter experts across NSW, VIC and QLD.

Dr Tiffany Sandell - Principal Consultant | Research & Evaluation

Tiffany is passionate about helping organisations find the story within their system. She is drawn to work that involves listening carefully, understanding different perspectives, and using research and evidence to make sense of what is happening in practice and inform what comes next.

Tiffany has nearly 20 years of experience working across health, research, government and the not-for-profit sector. Her work has spanned cancer care and survivorship, patient-reported outcomes, health literacy, First Nations health, primary care, chronic disease, and community physical activity and nutrition initiatives. She brings particular expertise in research and evaluation within complex settings, where outcomes are shaped by people, relationships, service design, context and history as much as by the activities themselves.

Tiffany holds a PhD, a Master of Health Services Management and Facility Planning, a Master of Public Health, and a Bachelor of Science in Population Health and International Studies.

In 2026, Tiffany is working across a range of research and evaluation projects, including primary care quality improvement, interprofessional education and cancer survivorship. She also works with research teams and organisations to develop competitive grant applications, contributing to project conceptualisation, research and evaluation design, methodology and grant writing.

Christofer Sandell - Principal Analyst

(The other half - every good story has more than one character).

Christofer works in healthcare performance analytics, bringing
together approximately 15 years of experience in physiotherapy and health service delivery with postgraduate studies in data science.

His work focuses on understanding service performance, interpreting complex datasets and identifying patterns that can help explain how health services operate and where further investigation may be warranted. He combines practical knowledge of healthcare systems with quantitative analysis, applying statistical methods and developing data science techniques to investigate trends, variation and relationships in data.

Christofer is particularly interested in moving beyond descriptive
reporting to ask more meaningful questions of data: what is changing, what might explain those changes, how robust are the findings, and what further evidence is needed to inform decisions?

At Saga Systems, he strengthens the quantitative dimension of research and evaluation, contributing analytical expertise to projects that seek to understand outcomes, investigate system behaviour and support evidence-informed decisions. His approach recognises that data is most useful when interpreted alongside operational context, qualitative evidence and the experiences of the people within a system.
