Saga Systems is led by Dr Tiffany Sandell as the principal consultant. For larger-scale or commissioned projects, Tiffany is supported by a network of advisors and subject matter experts.
Tiffany has worked across local government, local health districts, and the not-for-profit sector on initiatives spanning public health, Aboriginal health, cancer care, chronic disease, and COVID-19. Her evaluation work has focused on social and emotional wellbeing, chronic care, models of care, community-based physical activity programs, and strategies to increase preventive health behaviours in ageing populations.
She brings a critical realist lens to understanding programs, focusing on what works, for whom, and in what context (the system). Tiffany is passionate about helping organisations unravel the story within their system through rigorous, yet flexible, evaluation methods.
Tiffany holds a PhD, a Master of Health Services Management and Facility Planning, a Master of Public Health, and Bachelor of Science Population Health and International Studies.
Alex is an experienced executive and advisor with a background spanning health, disability, and public policy. She brings deep insight into the intersection of strategy, governance, and service delivery, informed by senior roles across government, the not-for-profit sector, and financial services.
Alex is currently Executive General Manager, Quality, Risk & Public Affairs at Australian Unity, and has previously led mental health and community healthcare operations. Her prior roles include senior executive leadership at the National Disability Insurance Agency and over a decade at the Commonwealth Attorney-General’s Department specialising in national security, administrative, and disability law.
As an advisor to Saga Systems, Alex brings a strategic lens to complex system challenges, with a particular interest in accountability, consumer outcomes, and sector-wide policy impact.
Alex is a qualified lawyer, and is a graduate of the Australian Institute of Company Directors, holds a Masters of Laws, Masters of Strategic Affairs, Bachelor of Laws and Graduate Diploma of Legal Practice.
Melanie has a strong background in organisational development, leadership, and human behaviour. Prior to her transition into psychology, she worked for over 15 years in senior human resource and organisational management roles, where she specialised in culture, team dynamics, and strategic workforce development.
As an advisor to Saga Systems, Melanie brings a deep understanding of both individual behaviour and system-level change, offering insight into the human side of programs, services, and organisational reform.
Melanie is a registered psychologist, holds a Master of Professional Psychology, Bachelor of Psychology (Honors), Bachelor of Science, and a Bachelor of Commerce.
Christofer is an experienced health services leader with a background in allied health, clinical care, and operational management. He has held leadership roles across public and private health settings, with a focus on strengthening service delivery, workforce capability, and integrated models of care.
As a consultant and advisor to Saga Systems, Christofer brings practical experience into the realities of frontline care and the complexities of managing health services in dynamic and multidisciplinary environments.
Christofer is a registered physiotherapist (Australia and Sweden), and holds a Bachelor of Medical Science and a Bachelor of Physiotherapy.
Clare is a senior health professional with over 23 years of experience spanning public health, child and family health, midwifery, and government policy. She brings deep expertise in strategic guidance, stakeholder engagement, and evidence-informed decision-making. Her career has bridged clinical care, program implementation, and high-level policy development, including leading the rollout of major government health initiatives.
Clare is passionate about improving health outcomes through collaboration, innovation, and system-level thinking. As an advisor to Saga Systems, she contributes practical insight into the intersection of policy, service delivery, and behaviour change, particularly in maternal, child, and family health.
Clare holds a Master of Midwifery, Graduate Certificate in Child and Family Health, Bachelor of Nursing, and is currently completing a Master of Public Health (Research). Her research explores how behavioural insights can improve implementation strategies in maternity and child health services
